PAS 2080 is turning up in more and more tender documents — and clients increasingly expect contractors to show they work to it. Here's what the standard actually is, and what it asks of you on site.
What is PAS 2080?
PAS 2080 is the leading standard for managing whole-life carbon in buildings and infrastructure. It sets out how everyone in the value chain, asset owners, designers, contractors, and material suppliers, should measure, manage, and reduce carbon across a project's life.
The 2023 update was significant: the original 2016 version covered infrastructure only, while PAS 2080:2023 extended it to buildings as well and sharpened its focus on Net Zero, whole-life carbon, and collaborative "carbon leadership" across the supply chain.
Why it matters for contractors
PAS 2080 isn't a law, but it's fast becoming a commercial requirement:
- Tenders ask for it. Public infrastructure clients and major developers increasingly require bidders to demonstrate PAS 2080-aligned carbon management.
- It's a differentiator. Being able to evidence a structured approach to carbon wins work against firms that can't.
- It cascades. Main contractors working to PAS 2080 pull their subcontractors and suppliers into the same expectations.
The carbon reduction hierarchy
At the heart of PAS 2080 is a simple order of priority: always reduce before you offset.
- Avoid — build nothing, or build less. The lowest-carbon material is the one you don't use.
- Switch — choose lower-carbon materials and methods (e.g., cement replacements such as GGBS, recycled steel, and HVO instead of diesel).
- Improve — run what you do more efficiently (optimise plant, reduce waste, cut transport miles).
- Offset — only the residual carbon you genuinely can't remove.
Whole-life carbon. PAS 2080 looks beyond the build itself: capital (embodied) carbon in materials and construction, operational carbon once the asset is in use, and end-of-life carbon. As a contractor your biggest levers are embodied carbon in materials and the carbon of your construction activities.
What does PAS 2080 ask of contractors specifically
You don't need to own the whole framework, but as a constructor, the standard expects you to.
- Measure your construction-phase carbon — site fuel and energy, plant, deliveries, and waste, calculated against recognised factors (DEFRA).
- Set baselines and targets and show reduction over time, not just a single snapshot.
- Influence material choices — propose lower-carbon alternatives and record the savings.
- Collaborate and share data — provide carbon information to the client and design team so decisions can be made across the whole project.
- Drive continual improvement — feed lessons from each project into the next.
How to demonstrate alignment
You can be independently verified against PAS 2080, but you don't have to be certified to start benefiting. Practically:
- Track carbon on every site's fuel, materials, transport, and waste from day one.
- Report it by scope and by activity, against a baseline.
- Record the reduction measures you take and the carbon they save.
- Package that into your tender responses as evidence of a PAS 2080-aligned process.
The barrier is rarely understanding the standard; it's having the data. Consistent, project-by-project carbon records are what turn "we care about carbon" into something a client can actually score.
