What is Biodiversity Net Gain (BNG)?

Biodiversity Net Gain (BNG) is a legal requirement under the Environment Act 2021. Most new developments in England must deliver at least a 10% net gain in biodiversity compared to the pre-development baseline.

Defra's Statutory Biodiversity Metric is the official government tool for measuring biodiversity in habitat units, and the one planning submissions must use. It scores habitats on type, area or length, condition, strategic significance, how long the habitat takes to reach its target condition, and how technically difficult it is to create or enhance. Area habitats, hedgerows and watercourses are measured separately and their units are not interchangeable — each must meet the 10% requirement on its own.
