## What is PAS 2080?

[**PAS 2080**](https://www.bsigroup.com/en-GB/standards/pas-2080/) is the leading standard for **managing whole-life carbon in buildings and infrastructure**. It sets out how everyone in the value chain, asset owners, designers, contractors, and material suppliers, should measure, manage, and reduce carbon across a project's life.

The **2023 update** was significant: the original 2016 version covered infrastructure only, while **PAS 2080:2023** extended it to **buildings as well and** sharpened its focus on Net Zero, whole-life carbon, and collaborative "carbon leadership" across the supply chain.

## Why it matters for contractors

PAS 2080 isn't a law, but it's fast becoming a commercial requirement:

## The carbon reduction hierarchy

At the heart of PAS 2080 is a simple order of priority: always reduce before you offset.

1. **Avoid** — build nothing, or build less. The lowest-carbon material is the one you don't use.
2. **Switch** — choose lower-carbon materials and methods (e.g., cement replacements such as GGBS, recycled steel, and HVO instead of diesel).
3. **Improve** — run what you do more efficiently (optimise plant, reduce waste, cut transport miles).
4. **Offset** — only the residual carbon you genuinely can't remove.

## What does PAS 2080 ask of contractors specifically

You don't need to own the whole framework, but as a constructor, the standard expects you to.

3. Record the reduction measures you take and the carbon they save.
4. Package that into your tender responses as evidence of a PAS 2080-aligned process.
